As artificial intelligence (AI) continues to drive demand for massive computing infrastructure, Northeast Florida has become the latest battleground in a growing national debate over AI data centers. What supporters view as the backbone of the future digital economy, many local residents and elected officials see as a potential threat to community resources, environmental sustainability, and the quality of life.
The debate has been amplified by a nationwide grassroots movement referred to as the AI Data Center Revolt Bus Tour. The campaign launched by the organization Humans First (led by Tea Party founder Amy Kremer) made one of its scheduled 31 stops on Jacksonville’ s southside Sept. 14.
Ken Mayo, who is leading the charge in Florida, to help educate citizens about the fight against these centers said if people really understood how these centers will change their lives, they would be shocked.
“They are going to know everything about you, and we are the eyes and ears that is letting people know what is going on so they can take action,” Mayo said, “People deserve a voice in this process, and we are fighting to make information on these centers transparent.”
Those attending the gathering for the bus tour at Toscano Little Italy on Hendricks Avenue had many concerns as residents are increasingly questioning whether the benefits these facilities promise outweigh their potential costs.
Southside resident Kathleen Perera agreed with Mayo about the need to protect communities and their residents.
“How will we know who or what is running these centers?” Perera asked. “How will we know what is real and what is not?”
Arlington resident, Gerri Woodham is adamant about the need for AI to be managed.
“I am here because AI needs to be controlled and people need to be protected,” said Woodham. “It is about human’s first and the safeguards we need against these massive centers.”
Locally, Mayor Donna Deegan has taken a cautious stance. While the city has not proposed a moratorium on data center development, Deegan has publicly expressed skepticism about welcoming large-scale AI facilities without stronger assurances from developers. Her primary concerns center on whether these projects would place additional strain on the electrical grid or consume valuable water resources that the region can ill afford to lose.
Deegan has emphasized that before Jacksonville embraces this new wave of development, residents deserve clear evidence that data centers will provide meaningful community benefits without creating long-term infrastructure burdens. Her position reflects a broader concern shared by many local governments throughout Florida.
At the same time, business leaders and investors argue that AI infrastructure represents an enormous economic opportunity. Financial institutions and regional development groups point to increasing corporate adoption of artificial intelligence and the growing need for supporting infrastructure such as data hubs, power generation facilities, and advanced telecommunications networks. To them, attracting these investments positions Northeast Florida at the forefront of an emerging technology boom.
The tension between these competing visions is especially visible in neighboring counties.
In Nassau County, concern over a proposed hyperscale data center campus and 200-megawatt microgrid led county leaders to take proactive action. Officials enacted a 12-month moratorium on new data center applications while they evaluated the potential impacts on local infrastructure and the Floridan Aquifer. The county established a fact-finding committee and launched a series of public workshops to gather input from residents, engineers, environmental experts, and business stakeholders.
County leaders viewed the moratorium as a necessary pause. Existing zoning regulations were not designed to address the unique demands of hyperscale AI facilities, and officials wanted time to develop standards that would ensure future projects could be reviewed under more rigorous criteria.
Similarly, St. Johns County has debated implementing restrictions of its own. Commissioner Ann Taylor emerged as one of the most vocal opponents of AI data center development, arguing that these facilities place enormous demands on water supplies and electrical infrastructure while creating relatively few permanent jobs. Taylor warned that if neighboring counties-imposed restrictions while St. Johns County did not, developers could simply shift projects into her county.
For Taylor and many residents, the issue is fundamentally about protecting community character and environmental resources. While some commissioners acknowledged that data centers could bring economic benefits, concerns about water consumption, electrical demand, noise, and long-term land use dominated public discussions. Legal questions regarding Florida’s development laws ultimately delayed immediate action, but county leaders continue exploring options for greater oversight.
Underlying these local debates are a series of recurring concerns shared by communities across the country.
Texas State Director for the tour Cathy Latham. who was at the Monday event, emphasized that most people are totally unaware of what is going on with these centers and the deals that are being made between local officials and developers to get them constructed. She is also extremely concerned about what is happening with several landowners, primarily ranchers and farmers, in Texas.
“Some families I have talked to are being threatened having their land taken from them,” she said. “Some families are being told to take the offer. While some families are being offered generational wealth for their land, they are also being told if they do not take the offer, they will lose the land through eminent domain. Some of this land has been in these families for generations. It is their legacy and threatening them this way is wrong. One person told me “they are taking my way of life from me.”
In Pennsylvania, Karen Feridun is leading a charge for every Pennsylvanian to meet in the state capitol on Oct. 6 to stop data center development.
Feridun posted the following on Facebook: “Pennsylvanians don’t want to live in business parks or on data center campuses,” she wrote. “We want to live in communities. We want our health, safety, air, water, soil, and quality of life to come before some billionaire’s desire to make more money on our backs. We want to tell the Governor and the legislators that we say no to data center development.”
Along with land issues, Feridun and others have expressed fears about issues involving resource consumption. Modern AI data centers operate around the clock and require enormous amounts of electricity to power servers and cooling systems. Residents worry that utilities may need to build costly new infrastructure, potentially leading to higher electricity bills for households and businesses.
Water use is another major concern. Traditional cooling methods can consume substantial quantities of water, raising questions about sustainability in regions already facing pressures on groundwater supplies. Environmental advocates also point to concerns about air emissions from backup generators, as well as noise and light pollution generated by large facilities operating continuously.
Many residents also question the economic value. Although data center projects often represent hundreds of millions or even billions of dollars in investment, critics argue that once construction is complete, the facilities employ relatively few workers. As a result, some communities wonder whether the permanent jobs created justify the environmental footprint and public incentives often offered to attract these developments.
In response to these concerns, both industry leaders and policymakers are exploring solutions.
Technology companies are increasingly investing in advanced cooling technologies such as direct-to-chip liquid cooling and immersion cooling, which significantly reduce water and energy consumption compared to traditional systems. Some developers are also pairing facilities with dedicated energy infrastructure, including microgrids, renewable energy sources, battery storage systems, and other innovations designed to reduce reliance on public utilities.
At the policy level, local governments are rewriting zoning and land-use regulations to exercise greater control over how and where data centers can be built. Rather than allowing facilities as standard industrial use, many jurisdictions require special permits, public hearings, environmental reviews, and strict performance standards related to noise, water use, energy efficiency, and visual buffering.
The result is a complex and evolving conversation. On one side are those who believe data centers are essential infrastructure for the AI-driven economy and can be developed responsibly through technology and regulation. On the other are residents and local officials who remain unconvinced that the benefits outweigh the risks to their communities.
Local Beaches resident Michael Lohr has worked in the technology field. He said people need to look at the big picture.
“These massive centers could be dangerous because they will know every aspect of everyone’s life, and the centers will have the power to control people,” Lohr said. “We don’t need so many of these large centers all over the country. We need to look at smaller, more strategic placements.“
As Northeast Florida continues to grow, the decisions made in Jacksonville, Nassau County, and St. Johns County may serve as an important model for how communities across the country balance the promise of technological innovation with the responsibility of protecting local resources and quality of life.

There are a lot of accusations about degrading “quality of life” without much evidence backing them up. it’s true that evaporative cooling consumes water, but heat can be exchanged so many other ways if attempts are made. President Trump has already voiced his wish for self-contained power units, and we already use gas turbines for this. Several Small Modular Reactor companies are scrambling to get approvals for their SMRs, which are still in early stages. Sound-deadening construction shouldn’t impose a huge cost to build them, and visual buffering could be mandated and done with trees and other plant life. It really boils down to the question: Do you prefer that the Chinese Communist Party (CCP) be in control of AI’s future, or the “Good Guys”? Either way, this whole question will become moot when Quantum Computing takes ahold. Get a grip, you Chicken-Little folks!
